Yes. What signal does it send to belligerants if we don't have the fortitude to enforce agreements other entities enter into. Right now Iran is violating the Nuclear Non Proliferation Treat they signed. North Korea is doing the same thing. What message is Iran and North Korea sent if SH is allowed to not comply with the treat he signed over 12 years. The message Iran and North Korea got is they can violate their treaties because the U.S. doesn't have the money to do anything about it.
