With the kidnap of Hassan there is now almost no private aid going in to Iraq- CARE had suspended all work save for the work Hassan and other Iraqi workers were doing (most other aid agencies were already gone- it was simply too dangerous to do any work)- now they have suspended all aid. This will undermine security for Iraq, and will further destabilize the country. Further destabilization = more terrorists.
