Mayhem is the resource of the guy who has nothing left to lose.

In the case of the economic activities that provide for the population, they will chose to act as homo oeconomicus rather than go in a rampage.

If mining activities were like Angola in the 80s', then the mayhem is between warlords fighting to control the exploration.

If exploration is on going, then the cake has already been split among the guys around the table, working people being also stakeholders of the cake.

Around this table, ALL of them will suffer if mayhem blocks the economic activity of the mining exploration. Hence mno need to go haywire.
