Arnold reminds me of Reagan in a lot of ways. He really does believe in freedom - personal freedom, economic freedom - and he also believes in personal responsibility. The fact that brilliant leaders like Schwarzenegger and Giuliani are having trouble breaking out from state politics into national politics is that they turn off the hard core religious right with more liberal positions on abortion and homosexuality. Reagan was able to finesse this.
