Across the board.

Just like the Bush budget cuts social program funding across the board, they should cut all corporate welfare by the same percentage, which by the way will be 30% by 2009:

"The President’s fiscal year 2005 budget calls for cutting the voucher program by more than $1.6 billion in 2005, with the cut rising to $4.6 billion or 30 percent by 2009."

This should include any tax breaks and or just plain subsidies and handouts.
