Things had already changed before 9/11, we just pretended that they hadn't. This is not just my amateur opinion, it's the opinion of experts in a number of fields who testified at the 9/11 Commission, and others who have written about this topic. Richard Clark, "Anonymous" at the CIA, are the first names that come to mind, but there have been many others. The facts were ineluctable, the events were inexorable, but we preferred to pretend to ourselves that because the Cold War ended, there would never again be any danger.
