I played chess Scared or sacred, chess is a battle of equals. And unlike chess, our military can whip any challenger, with or without any formal rules of engagement. It is respected as such throughout the world. Thus, our attackers are not formal armies nor recognized governments. IMHO, the best move is to garner all the support from traditional government leaders as possible, making each responsible for the action of its citizens. For example, the 9/11 hijackers were mainly Saudi citizens, and I would expect that the Saudi government be held responsible. Sure, they can claim there are a few bad apples amongst the populace, but eventually, the world will scowl in their general direction and extinguish their presence.
