They claimed that Saddam had a program but no fissible material. As for the tubes, were never a 'central argument', but one argument; remember the Iraqi expat scientists testifying about Saddam's history and probably capabilities before the Senate? I have heard a bunch of guys who NOW claim that the tubes weren't for nukes; but I didn't hear anybody claim this before the war, and I was listening. Nothing is more popular than saying 'told ya so' after the fact.
