IIRC, Royer or one of the other agents was accessing files for cases to which they weren't involved. That raised an internal audit flag. The 911 stuff was an after-thought of the prosecutor speaking before thinking, and went away pretty quickly.

re: Item #2 I'm unclear as to why this assumption is necessary:

"For sake of argument, let’s assume 100% of the information given to Elgindy was also obtainable using public resources, such as the Internet."

Those files can contain a lot of material that isn't public knowledge, and can impair ongoing investigations if it were, not to mention compromising important personal privacy matters to "the masses", so to speak.

re: Item #3: There isn't a greater good in substituting one crime for another. It's a wash. Perhaps it'd be different if he weren't actively engaging the agents in the partnership; that is, if he obtained the info from some "benevolent, anonymous source". Have to think about that some more.

re: Item #4: Not enough info to form a relevant opinion at present.
