last night I saw on TV. They were talking about this prof. in a liberal art college somewhere in New England had required all her students to vote for this coming US presidential election. And she said this. I believe it should be true. Actually, she said there are a dozen or so European countries legally require citizens to vote, although she has not named which. Australia was the only one she named.

I would say empty ballot should be ok<g> since they can force you to go to water, but cannot force you to drink<g>
