The Iraqis can't even get a wedding cake across the borders without getting everyone including their pop singers killed. Whatever weapons are blowing up in Iraq are there because the U.S. left them there. The real question is why? I never understood why Rumsfeld though the rioting and looting was a good idea, but letting the insurgents get away with so much firepower was probably part of the same plan.
