I agree with you. After six years of this going on, someone had to be proactive because nobody thought it was happening. All being done via PM. But, you scam dozens of people and some of them know each other, at some point it's going to come out. A head count would be interesting, or surprising is perhaps a better word.

SI wasn't built for those kinds of activities. If anything, SI was built to assist with information, not sweep it under the carpet. And SI management didn't even know how their service was being misused.
