How does a little Canadian company in Vancouver get control over $8.5 billion worth of Chinese minerals?

If Sterling Ventures controls all this Chinese wealth, why is the stock worth less than $1.00/share?

Why is Sterling Ventures trying to get financing from the U.S. general public for a development in China (and implying 500% returns!), instead of getting financing from the Chinese government which is loaded with U.S. dollars?
