Saddam behaved for nearly 13 years.

"Not going to war" alone is not a credential for leadserhip. When Saddam came to power, Iraq's economy was the equal of Spain. 20 years later it was a complete basket case. That's not a sign of "stability", its a sign of among the worst destructions of economic wealth on the planet.

His removal was justified many years earlier....
