Regardless of whether the explosives were stolen before or after US troops physically arrived, Bush administration incompetence created chaos in the country. Ideal for terrorists to do their thing.
The interesting paradox is Bush talking about how he's fighting terrorism in Iraq, when his own actions have greatly enhanced terrorism in the entire region.

In fact, the administration's mismanagement of the Iraq war seems designed to enhance American involvement in global conflict. Which would lead to more profits for the Bush family's heavy investments in armaments manufacturers.
