That might work, and that's a big might, if Fallujah were the only hot spot. However, it is not.......so all you are likely to do is enflame the situation by torching Fallujah.

Doubtful, unless you beleive the resistance to the interim government is organized thoughout Iraq by one centrally managed group, which seems unlikely. Since the Arabs don't care much about each other's "tribes", the people of Samarra are not going to get in a big huff over what happens to the people of Fallujah. No your enemy. Uhhhm, I mean, know your enemy.
