Hi Taikun- Now knowing that Kyoto is coming, I wouldn't start buying a few more tanker cars of diesel fuel to create the official papers showing that I was using X + y fuel per month as a base line for my factory. That might give me a few more carbon credits to sell, and also guarantee I would not have to shut the plant down because I used up all the credits for the month.

The diesel fuel ? Maybe that gets sold out the back at a good discount to some Ukranians. They pay us by buying some obsolete or scarp inventory which is marked as refurbished. Boxes, shipping invoices, all that stuff happens. The Ukranians take it and sell some of the valuble parts at flea markets in Russia and Poland, and on Ebay. The junk gets dumped in landfill in Ukraine, maybe close to the Chernobyl site.

Don't know any Ukranians ? Subsitute Russians, Latvians, Romanians - any country that doesn't yet have elaborate computerized tracking of income. Norway or Sweden would not work for this.

Now would you or I do anything like this ? Of course not.
