Story has it that they are suitable for the triggers in nuclear weapons. Now personally, I am aware that the triggering and sequencing of the conventional explosives are very critical if you want to have a nuclear explosion as opposed to a conventional dirty bomb. Gun powder, for example, probably isn't going to cut it. So in a country that is supsected of wanting to manufacture nuclear weapons, explosives with the right characteristics would be of interest to the IAEA.
