It was your idea to attack my example on the basis of an incomplete quote. If the remainder of the quote, the "and" and what follows, changes the meaning of Cheney's assertion, perhaps you could do something useful instead of merely combative and explain how the full sentence differs significantly from the partial one. Either way, Cheney is saying that electing Kerry rather than Bush would provoke terrorist acts just as the billboards are suggesting that electing Bush would provoke hurricanes. The remainder of the sentence gives us more insight into the basis of his assertion, but the assertion is there with or without it.

And why bother to attack my example in the first place? Your point is what? That my immediate response may not have produced the best overstatement out of the plentiful available examples? So what? If you don't like that one, pick another. If your point is that there aren't plenty of examples on both sides, watch out: you're dripping Kool Ade all over the rug.
