I assume these are private messages you received. It does kinda sound like he was soliciting money.

A TOU violation? A tough call. Seems to me members should be allowed to share business opportunities privately...if they are on the up and up, of course.

If these 'offers' were solicited to lots of SI members privately then one could construe it was a form of spam.
