Many people have missed an important study on cellphone (I don't have a link now, but it was done by some scientists in Britain). The study showed that danger of cellphone is its microwave being trapped in confined environment, such as on airplane, cars, bus,etc... The reason for this is, as everyone has guessed, microwave cannot pass medal, and even cars or bus have windows, the microwave is still tends to stay in. So the one who use cellphone in these locations always trapped dozens of times higher microwave than the safety level around himself, as well as people within 2 yards of surrounding, and this increase the danger of getting cancer.

This does seem to explain why police has higher rate of tumors. They use a couple of wireless equipment at the same time in cars, like put radar gun on their legs while they sit in cars. I read a couple of policemen got bone cancer on their legs where their radar guns always sitting.

So rule of thumb, try not to use, or use less, in confined environment. It should be alright use them outside.
