Sidney, It appears that you know a lot less about the particular machines being used in Hillsborough County than I do. The chip imbedded in the plastic chip, is the only record of the vote, and they are guarded, as well as being monitored by members of both major parties. It would be better if there was a paper backup, but the machines are better than paper ballots. You must have missed the class regarding these machines.
