People who didn't perform the act of voting, as they were told how to do and have done for a couple of hundred years, shouldn't.

Btw, since when did Katherine Harris set the rules for determining a vote's validity? I don't believe she did. As I recall, each county had its own board of canvasers, and they set their own rules. If my recollection is correct ( I don't have time to research it right now), the writer's bias is obvious by the fact that he has to make up facts and vent his spleen against Harris. Didn't she only perform the ministerial act of certifying the results and adhering to the statutory deadlines?

Katherine Harris had these rejected as overvotes even though the intent of the voter was clear. That alone was sufficient margin for Gore's victory.
