Democrats elevate a few because they are minority. For example it has been said that Hillary's price for the Gennifer Flowers affair was that she got to pick the Attorney General. She would not consider a man.

I don't think for example that there are any people who would argue that Colin Powell is anything but brilliant. He may not have been slotted into the perfect Cabinet post, but many Cabinet Secretaries have served in different posts. Bush appointed excellent choices, some of whom happen to be minorities.
