The risk is flooding the United States and its allies with acts of mass murder and sabotage. Hundreds of thousands could be killed with a nuclear bomb brought in by a suicide bomber, unconstrained by the fear of retaliation. Coordinated attacks on our power grid, ports, or oil supplies could practically shut down our economy. Obviously, we are likely to prevail in the long run, but why wait until horrific destruction has been wrought to do the sort of things we will have to do eventually in order to crush the threat?
