Frankly, I think HP is damned if they do and damned if they don't. They've thrown their enterprise customer base into chaos, already pulling the rug out from under Alpha and PA-RISC, and to drop IPF would merely pull the rug out from under those who have remained loyal and undertaken the transition. On the other hand, not dropping it is probably throwing good money after bad.

One possible strategy might be for them to buy SGI, which at least seems to be making some technical progress with the Itanium.

Otherwise the non-X86 market may distill down to IBM Power vs. Sun SPARC, with a small Itanium niche.

Meanwhile Sun is making inroads into the X86 side.
