Well I don't get to administer an IQ test to him personally, so like everyone I take what I observe and what I know of his background, and make my "inferences" from that.

Mispronouncing "nuclear" (repeatedly!!) infers low intellect more than high intellect to me. It's not the final determining factor, but I believe your request was something along the lines of "name one thing about Bush that infers low mental intellect", so mispronouncing (repeatedly!) nuclear in one.

There are more! Not knowing the difference between Slovenia and Slovakia, for example.
