Good, otherwise people would rather put their cash at home since the gov. also charged 20% of tax on interest now. At 1 some percent interest, many people do not bother with putting money in banks (it is very common many Chinese usually have a couple thousand cash at home).

Furthermore, Chinese banks need paper money in circulation. There is no enough of it.
