People choose to travel in automobiles, so yes their deaths are not inevitable, their deaths are the consequences of the choices they made.

We killed innocent people in Afghanistan. They chose to allow the Taliban to flourish, and the Taliban assisted Al Qaeda. So those deaths are attributable to the choices they made.

In the case of Iraq, the innocent people chose not to rise up and overthrow Saddam Hussein. I don't think that is sufficient cause to kill them. In the case of Iraqis, their deaths are not attributable to the choices they made, but rather to the choices we made. We chose to kill them without sufficient cause.
