Not so. He keeps harping on children, who are hardly in a position to make an informed choice in assuming the risk.

But suppose it were so: then the situation would be much like that of an armed gang using human shields to escape. We cannot allow criminals to get away with anything because they hide behind hostages and dare us to risk shooting one of the hostages. That merely encourages the use of human shields, and the proliferation of crime. No, sometimes a civilian will be harmed in subduing criminals, although he did not ask to be there.
