Kerry is ignoring the fact that Russia helped move those explosives to Syria before US troops entered Iraq. He has a trigger finger when it comes to campaign ads but drags his feet to combat terrorists who attacked USA. Kerry's an emotional basket case. As a result his natural instincts always work in reverse. Blame the U.S. military first is his kneejerk reaction.
