UN sanctions enforced and by the US. The US is directly responsible for the UN sanctions.

The vast majority of those 100,000 ARE innocent civilians. Bushit said before the illegal invasion/occupation that there'd be no casualties. He's 100,000 and counting off that mark.

Note that 137 countries voted in the UN recently to lift the embargo against Cuba, against a US veto.
