The 9/11 report illustrates the difficulty in inherent in identifying terrorism... the nuances are just too difficult.

I think Afghanistan was a warning to the world. America took on a nation that was half a world away, landlocked, forbidding geography, a nation that had defeated the Soviet Union in a bloody war... and upended the government in weeks, at almost no cost.

That was a warning shot. If terrorists attack us, and we trace them to your house, you're dead. Saddam was listening and most certainly got the message - Abu Nidal was killed in Baghdad. Lybia got the message.

However, I fear the Iraqi war weakened that message. In effect, America said "You're dead even if we think you're doing something we think might threaten us."

So, Iran now feels no need for restraint - Bush may attack if Iran attempts to develop a nuke, or Bush may attack anyway. So we'll go ahead and build a nuke. Besides, while the Americans were invincable in Afghanistan, Iraq proved that they are, in fact not invincible... will they want to take thousands of casualties and spend another $200 billion?
