I don't recall that about Belgians, but we have the same syndrome here. It drives me nuts. Dopey people get on the motorway and head straight out for the fast lane, then gradually get up to about 90 kph [100 kph limit]. They might make it to 100, at least some of the time.

The left lane, [the slow lane], is often the fastest way to get somewhere in New Zealand.

It's an unpleasant, obstructive, hostile, ignorant, aspect of the average Kiwi character.
