I notice everytime they attack Haliburton over no bid contracts they NEVER suggest WHO could be available to bid against them.
Years ago, here in Palm Beach County Fla. we needed portable classrooms desperately. There was a big hurrah about we needed to get BIDS and make sure MINORITIES were included. Well, we got those bids, we included unqualified minorities, one got the contract on a low bid, we gave him the money, he NEVER PERFORMED. We were out the money and the students had to go to SPLIT DAYS of classes as we didnt have the room to have them all in school at the same time.
I am all in favor of bidding IF we have QUALIFIED BIDDERS. jdn
