True. But that is obscuring the point. It's not that there were explosives there. It's that there was a particular type of very dangerous plastic explosive. At least some were there, complete with seals, on April 18th. The munitions that were destroyed on April 13th did not have seals. In addition, the 250 tons contained stuff that weren't just explosives according to the Major. Given that munitions means anything from bullets to a MOAB, there is a lot of room there to play...
