Compare oranges with oranges and not oranges with something else. Ted Kaczinski is not Osama and Osama is not Kaczinski. Osama's 9/11 killed ~2,800 people whereas Kaczinski killed about a dozen Americans at the very most. TK eluded capture largely because he was an anchorite in some remote hole in Montana and his brother would not rat on him for many years. The authorities didn't know of his whereabouts. By contrast, Bush knew where Osama was and yet failed to get him. This is a serious indictment on Bush! .
