Seriously, Kerry wanted to shift satellite money into human intelligence in the early 90's but was stymied. The only cuts inn Intel JK wanted were old out-dated Cold War programs cut. Bushies are completely lying when they say Kerry was at all weak on intel. In fact he was twice as strong as Porter Goss, Bush's handpicked CIA chief.
