When I look in my wallet and bank acct and credit card statement, I either have a surplus or a deficit. No way to argue about it. I either spend less than I bring in, or I bring in less than I spend.

Let me look. Oh, money. Guess I must have a surplus. Governments are like people.No way to argue it; income $1, outgo $0.99, happiness and surplus.
income $1, outcome,( or is it ingo and outgo), $1.01, misery and deficit, and interest payments compounding outgo.
