"Newark, NJ legal battle

During the 1980s, litigation arose between the Republican National Committee and the Democratic National Committee regarding so-called "ballot security" measures. Democrats contended that the RNC was using ballot security measures in heavily minority areas in order to discourage voting. The lawsuit led to agreements between the RNC and the DNC that prohibited the parties from undertaking certain “ballot security” measures. The 1982 consent degree prohibits parties from undertaking certain ballot security activities when the racial or ethnic composition of the voting districts was a factor in the decision to conduct such activities. The 1982 decree was amended in 1987. The 1987 decree provides that the RNC will not engage in or assist in any ballot security program unless the program was approved by the court [The New Jersey district court before which the consent decree was entered into]. The RNC and DNC were bound by the decree throughout the United States."
