There were 400k tons of high grade explosives? Do you have a credible link? Most of the talk is about muntions, which includes everything from bullets to MOABs.


1 - Not every part of a munition that isn't high grade explosive is usless to the terrorist for example an RPG can be more useful then the small amount of high explosive in it tip, and bullets are very useful to terrorists.

2 - If one part per 10 is high grade explosive then the 377 tons (maybe much less, by some accounts as little as 3 tons) is a very small part of the 40k+ tons, already accounted for.
