Getting your certificate should not cost you anything. As far as selling....your broker may (will) require you to bring in your certificate to sell. It may be a bit of a hassle but but it WILL SQUEEZE THE HELL OUT OF THE SHORTS IF ALL PEOPLE CALL THEM IN.
