That's not voter fraud because DOnald Duck doesn't exist and would never be allowed to vote. That's defrauding the registration PAC out of a few bucks.

Voter fraud is when you take real legal voters off the rolls or otherwise keep them from voting or dont count their votes.

In the old days some fraud was possible stuffing the ballot boxes. That no longer happens.
