The lever is the money. People can be controlled by their fear of losing what they have and losing their ability to have more. They will surrender their rights in order to keep what they have and be able to get more. They will accept any new "system" as long as they are promised those two things. They will even accept an electronic economy with no more cash when the money fails as long as they don't lose anything.
