Kerry was totally supportive of Tora Bora at the time. Today, when it is politically expedient to do so, he changes his tune.

His statements make clear sense to me. It's 100% expected that Senators will unequivocally support US action during wartime (such as the invasion in Afghanistan and the campaign at Tora Bora). It is also totally normal to evaluate the decisions made during a campaign after it is over, and decide whether they were smart decisions or stupid decisions.

Its a Senators duty to support a campaign while it is in progress (and the Senator is an observer), and it is also his duty to expect the decision makers in the military campaign to make the right decisions and rip them to shreds if it appears their decision are/were wrong.
