Proportional representation is the only fair way. It is unfair that in a state with 10 million voters a plurality of one is enough to get all the electoral votes for that state. Half would be fair. Also Nevada has just as much power in the US senate as California. Remember that the group who passed the US constitution included many highly reactionary slaveowners.
London and Paris became dominant because the kings lived there, not because London voters had more power per capita. Similarly the emperors lived in Beijing and Kyoto respectively, so these two towns have an overwhelming share of the gorgeous architecture of their countries.
