The military people get paid by teh President and they also get fired by the President when there are cuts.

The implication is employees tend to cheer for their "CEO", especially when the President is growing the military and when the President is Republican.

In the case of the military, there's even more favoritism towards a Republican President simply because they tend to start wars, which is the core business of the military. They philosophically match each other's interest in the war business.
