The previous Administration did NOT call for an invasion and occupation of Iraq. Indeed, the sponsors of the Clinton policy explicitly stated that invasion and occupation was not included as an option under their policy. They sought to foster an overthrow from within Iraq, and to support that effort in the name of "regime change". There is zero alignment between Clinton's policy and the invade and conquer policy of the neocons as implemented by Bush.
