That may or may not exactly be a fair portrayal of a man who is for all practical purposes a "decide by committee" administrator. But people want a leader, not a (yawn!) bureaucrat. Imagine yourself as a manager at work, with the power of impose your will on people who work for you, on which you depend for delivering to your parent company. They may fear you and deliver under stress, but the moment you show weakness or turn your back, they will let you fail with glee.
