We've been busy. Apologies, but sometimes the world of Real Work encroaches on the blogosphere. And what have we missed? Well, the signing of the EU constitution, or "constitutional treaty" as the Eurofanatics insist on calling it.

What might have been a triumphant occasion for Eurofanatics was muted by the knowledge that the wretched thing now has to be ratified by national parliaments and, in some cases, referenda. And as democracy has the same effect on EU legislation as sunlight has on vampires, few are hopeful that the treaty will ever become law.

It's a thought the Telegraph touches on obliquely in today's leader column. Praising the joys of the USA's renewed enthusiasm for the elections, the newspaper ponders,

"How much would the framers of the new EU constitution give to see this level of political interest in the next round of European elections?"

Well, the correct answer is "Not much." As opinion polls show support for the EU at its lowest ever levels and opposition to further integration stubbornly high, the only way Europe's people are likely to get as excited as the Americans about an EU-wide election is to offer voters a choice other than the Tweedledums and Tweedledees of the Socialist and EPP blocs. And heavens, that might mean offering them the chance to block the progress of the EU Project.
